USDA Forest Service

The Pacific Southwest Region (Region 5/R5) of the Forest Service are seeking candidates to fill two full-time permanent positions to be hired at the GS-12 (Qualified Review Appraiser) or GS-13 (Senior Review Appraiser) level, with a target level of GS-13 for both positions.  An applicant may apply at either level. A successful candidate at the GS-12 level would receive Agency support to fulfill the requirements of moving up to the GS-13 level.

THE POSITIONS
  • Position 1: This position reports to Region 5 Public Services staff (Pacific Southwest Region comprised of 18 National Forests in CA) 1171 GS-12/13 Review/Sr. Review Appraiser. The incumbent provides staff assistance to the Regional Appraiser and provides appraisal and/or review services to the National Forests and Grasslands within the Region. Most of the work will be focused on the purchase, exchange, or conveyance of real property in fee simple for National Forest System lands . The duty locations for this position will be negotiated upon selection from among the following locations: Redding, CA; Vallejo, CA; Placerville, CA; or South Lake Tahoe, CA.
  • Position 2: This position reports to Region 5 Public Services staff, but the work will be in support of multiple regions—Regions 5, 6, and 10 (Pacific Southwest, Pacific Northwest, and Alaska Regions comprised of CA, OR, WA, AK, HI and US-affiliated Pacific Islands). It is also an 1171 GS-12/13 Review/Sr. Review Appraiser. The incumbent provides staff assistance to the Regional Appraiser and provides appraisal and/or review services to the National Forests as well as State and Private Forestry in support of the Forest Legacy and Community Forest (State/Municipality grant) Programs. In addition to support of purchases of real property rights in fee simple, much of the work will be focused on the purchase of conservation easements, so experience with the appraisal of conservation easements is especially important for this position. The duty locations for this position will be negotiated upon selection from between the following locations: Redding, CA or Vallejo, CA.

These positions are responsible for providing property valuation and related support within the above-identified Regions of the Forest Service.  The applicant provides real estate appraisals, appraisal reviews, feasibility reports, valuation of conservation easements, real estate consultations, and appraisal contracting support as assigned by the Regional Appraisers.  This work supports land ownership adjustments such as purchases, land exchanges, conveyances, special use permits, and acquisition of easements, as well as State and Private Forestry, Forest Legacy and Community Forests programs.  Normal operations include occasional travel requiring overnight accommodations when such activities may be safely conducted. 

The applicant must hold a Certified General Appraiser license from any State in compliance with requirements of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989.  For the GS-13 level, the applicant must also hold a professional designation which required classroom training in appraisal practice, experience requirements, a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination.

The applicant should have both appraisal technical abilities and personal skills to assist in early project development, and to act independently to resolve problems. The applicant may be involved in devising appraisal contract specifications and participating in the selection of fee/contract appraisers.  Additional duties may involve serving as a Contracting Officer’s Representative (COR) and reviewing and approving appraisals for agency use. 

These positions require a very high level of technical skill in appraisal and review.  They also require good judgement in order to effectively and respectfully address potential conflict or politically sensitive issues.  The Senior Review Appraiser may be delegated authority by the Regional Appraisers to review and approve appraisals based on individual qualifications, experience and performance.  Please see the below linked job announcements on USAJobs for further details.

Sacramento County Assessor – Associate Real Property Appraiser

Sacramento County’s Office of the Assessor is recruiting candidates for the Associate Real Property Appraiser position.  Approximate Monthly Salary: $6,096.96 – $7,410.66 plus excellent benefits.

Working under minimum supervision with broad direction, incumbents perform the full scope of complex and technical activities requiring comprehensive knowledge and experience in all types of modern appraisal methods. On a regular and recurring basis, incumbents appraise complex properties such as heavy industrial, large and/or complex commercial, transitional, multiple-residential, and unique and special purpose properties for tax assessment purposes. Such appraisals are more difficult due to the variety of structures, uses, and value influences, appraisal techniques and judgment that must be used.

Sacramento County’s Office of the Assessor is recruiting candidates for the Real Property Appraiser I/II position.
